Reinstalling bos.rte.control 4.2.1.7 -- "shutdown not a known group"

Problem

The fix bos.rte.control 4.2.1.7 is broken.

Solution

Reinstall bos.rte.control.

During the reinstallation, watch for the following errors:

sysck: 3001-038 The name shutdown is not a known group for entry
        /usr/sbin/exec_shutdown.
sysck: 3001-003 A value must be specified for group for entry /usr/sbin/exec_sh
tdown.
sysck: 3001-038 The name shutdown is not a known group for entry
        /usr/sbin/reboot.
sysck: 3001-003 A value must be specified for group for entry /usr/sbin/reboot.
sysck: 3001-038 The name shutdown is not a known group for entry
        /usr/sbin/shutdown.
sysck: 3001-003 A value must be specified for group for entry /usr/sbin/shutdow
.
sysck: 3001-038 The name shutdown is not a known group for entry
        /usr/sbin/exec_shutdown.
sysck: 3001-003 A value must be specified for group for entry /usr/sbin/exec_sh
tdown.
sysck: 3001-038 The name shutdown is not a known group for entry
        /usr/sbin/reboot.
sysck: 3001-003 A value must be specified for group for entry /usr/sbin/reboot.
sysck: 3001-038 The name shutdown is not a known group for entry
        /usr/sbin/shutdown.
sysck: 3001-003 A value must be specified for group for entry /usr/sbin/shutdow
.
sysck: 3001-017 Errors were detected validating the files
        for package bos.rte.control.

installp:  The installation has FAILED for the "usr" part
        of the following filesets:
        bos.rte.control 4.2.1.7

If these errors appear, look in /etc/group for a group called shutdown. If there is no such group, modify /etc/group to have the following line:

	shutdown:!:21:

Then install the fix.
